Lekki Free Zone Development Company (LFZDC) was established in May 2006 as a joint-venture partnership under the Nigeria Export Processing Zones Act. The joint venture comprises China-Africa Lekki Investment Limited (CALI) as majority shareholder, the Lagos State Government and Lekki Worldwide Investments Limited.
LFZDC is authorised by the Federal Government of Nigeria through the Nigeria Export Processing Zones Authority (NEPZA), together with the Lagos State Government, as the sole entity responsible for developing, operating, administering and managing the South-West Quadrant of the Lekki Free Zone project.
